POLÍTICA DE FINANCIAMENTO DO ENSINO FUNDAMENTAL NO BRASIL - possibilidades e limites

Os debates realizados na década de 90 sobre o papel do Estado brasileiro e as ações políticas deles decorrentes, buscam redefinir a atuação deste, redirecionando-o no sentido da adoção de uma política de descentralização. Nesse contexto, o tema financiamento assume destaque na política educacional por meio de dispositivos de ordem legal-institucional. A tendência é privilegiar programas que articulem recursos provenientes da receita tributária (impostos, taxas e contribuições) para Estados e municípios. Discute-se a política de financiamento da educação básica, particularmente suas prescrições normativas, fontes, vinculações e transferências de recursos e custos educacionais. Constata-se que a prioridade ao ensino fundamental alegada pelo governo brasileiro é mais retórica do que prática, e que a contribuição para o Fundef é pouco significativa. Conclui-se, assim, que a política de financiamento da educação no Brasil, não tem sido capaz de promover a solução dos problemas básicos de acesso ao ensino fundamental e da melhoria de sua qualidade.Downloads
