Formación y colectivos sociales desfavorecidos ante el empleo

Abstract

En todas las economías de los países que integran la Unión Europea y salvando – por supuesto –, sus diferencias internas, hay unos colectivos poblacionales que se relacionan con el empleo en condiciones de mayor precariedad, desigualdad y marginalidad que otros grupos de la población. La formación en cada uno de estos colectivos puede ser un instrumento fundamental en relación a su posición en cuanto al empleo. Aquélla puede convertirse en una vía que orienta, tanto para encontrar empleo como para cualificar el empleo que se tiene. Por tanto, el recurso formación, en cualquiera de las formas que ésta adopte – formación continua u ocupacional –, no es sólo es factor de desarrollo de la persona, sino que también se convierte en una pieza estratégica en relación al empleo.
Se consideran colectivos con especiales dificultades para el acceso al empleo los discapacitados; los mayores de 45 años que antes de llegar a la edad legal de jubilación han sufrido
situaciones de paro o precariedad en el trabajo o bien  jubilación anticipada; los inmigrantes; los jóvenes menores de 25 anos y la mujer.
