Minority Report saiu das telas e já é realidade: Uma revisão da literatura científica sobre o policiamento preditivo

Este artigo apresenta uma revisão abrangente da literatura sobre o policiamento preditivo, abordando suas delimitações conceituais, vantagens e desvantagens apontadas pela literatura especializada, e uma análise crítica da existência de evidências empíricas sobre esses aspectos. Inicialmente, são discutidas as várias definições e conceitos relacionados ao policiamento preditivo encontrados na literatura, destacando sua aplicação de técnicas quantitativas para prever áreas geográficas com maior probabilidade de atividade criminosa, bem como indivíduos ou grupos mais propensos a cometer ou serem vítimas de crimes. Em seguida, são apresentadas as vantagens atribuídas ao policiamento preditivo, incluindo a capacidade de direcionar recursos policiais de forma mais eficiente e eficaz, a redução da criminalidade em áreas específicas e o aumento da eficiência operacional das forças policiais. No entanto, são também discutidas as desvantagens, como a falta de transparência nos modelos preditivos, o potencial para a estigmatização de grupos e indivíduos e as preocupações éticas em relação à privacidade e à proteção dos direitos civis. Por fim, o artigo emprega uma metodologia analítica-descritiva associada a uma crítico-dialética com a dupla finalidade de descrever a literatura elaborada bem como analisar criticamente a existência de evidências empíricas que respaldem tanto os aspectos positivos quanto os negativos do policiamento preditivo. Destaca-se a necessidade de pesquisas adicionais para preencher as lacunas de conhecimento e fornecer uma compreensão mais sólida dos impactos reais do policiamento preditivo na prática. Essa análise crítica busca informar políticas e práticas futuras no campo da aplicação da lei, visando um equilíbrio entre a eficácia na redução da criminalidade e o respeito aos direitos individuais e à privacidade dos cidadãos.
