From the expectation of a virtual agora to a digital panopticon: Political and democratic disruptions from the quantification era

The research that originated this article aimed to explore the main factors of the new information and communication technologies responsible for the institutional disruptions verified nowadays, especially regarding the democracy’s pillars and the concept of the state control. In other words, it was tried to comprehend the track taken by the digital technology to provoke the apparent institutional disruption, apparently able to corrupt and to surpass the very state power. Therefore, it launched from the presupposition that the new information and communication technologies have a benefic potential, enough to perform the ideal of a “virtual agora”, but were perverted by economical and political interests form a “data economy” guided by the “algorithmic strength”, resulting in an apparent “digital panoptic”. Thus, it was investigated the evolution of the new information and communication technologies since the birth of the internet till the current phase, named “web 3.0”/“quantification era”. Still, it was concluded that the democratically beneficial expectations of a generalized virtual environment were not confirmed, since the deleterious factors of this environment surpassed those and began to compromise the state institute of control and the authority of the state’s institutions. Moreover, it consisted on a research that belongs to the exploratory and to the descriptive natures, that also used the inductive-observatory method, by a bibliographical technical procedure, done through a database collection, that is, applying a bibliographical review of the pertinent literature.
