Desenvolvimento regional endógeno: contexto histórico para o surgimento de uma estrutura de governança regional no Rio Grande do Sul

O presente estudo tem como objetivo analisar, histórica e descritivamente, as etapas que levaram ao surgimento do CONDESUS e os resultados provenientes das ações por ele implementadas. Para tal, realizou-se uma pesquisa qualitativa, de natureza descritiva e delineamento de estudo de caso. Para viabilizar as análises, utilizou-se o modelo proposto por Pettigrew (1987), que procura analisar e compreender as etapas ocorridas durante um processo de significativa mudança em uma determinada realidade, através da compreesão do (a) Contexto Externo; (b) Contexto Interno; (c) Processo; e (d) Conteúdo. Os resultados revelam que o CONDESUS é resultante de seguidas ações que tiveram como interesse principal a construção de um sentimento de valorização da cultura local. E que o mesmo desenvolve projetos cooperativos envolvendo os nove municípios da Quarta Colônia. Como lado negativo, aponta-se a necessidade de envolvimento de atores privados e sociais da região.
