Innovation in brazilian public management: Analysis of scientific production

The need for innovation in public management is to look for new ideas, technologies, techniques and methods, systems and procedures to establish relevant connections between government and society and to create and improve public value in order to deal with new social challenges. The aim of this article is to analyze how innovation in public management has been addressed in Brazilian scientific production. An exploratory and descriptive study was carried out based on 27 scientific articles indexed in the Web of Science, Scopus and SciELO databases, using bibliometric analysis techniques. The results highlight the growing interest in research on the subject, the methods adopted in the research are predominantly qualitative, performance and public service are hot topics for future research, the existence of heterogeneity in innovation trends in each area of public administration, Collaboration and partnership of different agencies and levels of government is often required to deal with complex and multifaceted challenges. Some barriers were also identified: a strictly managerial innovation model and the lack of a standard innovation indicator. The study contributes to the understanding of scientific production and provides directions for future research on innovation in Brazilian public management. The main gaps identified in these texts refer to the difficulties in measuring innovation in public management and, although there is research growth in the analyzed period, there is still a small number of researches in this sector.
