Submission Preparation Checklist

As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.
  • The manuscript is original, unpublished, and has not been submitted to any other journal nor will it be while under review at Revista Desenvolvimento em Questão.
  • The manuscript has not been published in whole or in part in any other medium and does not substantially resemble any other work by the author(s) or third parties.
  • All data presented in the article are legitimate and authentic.
  • The authors actively contributed to the conception of this work and assume full responsibility for its content. They have not omitted any financial relationships or agreements between the authors and companies that might have an interest in the publication of this article. All individuals who collaborated on this study but do not meet authorship criteria were properly acknowledged in the acknowledgments section with written permission from the named authors.
  • Any conflict of interest has been disclosed, and any financial support received for this research has been properly disclosed and acknowledged.
  • They declare that all ethical principles for research involving human subjects were strictly followed in accordance with CNS Resolution No. 466, December 12, 2012 (Ethics in Research with Human Subjects) and CNS Resolution No. 510, April 7, 2016 (Ethics in Research in Human and Social Sciences).
  • The data presented are not the result of scientific misconduct, including fabrication of data, misuse of third-party materials (such as tables, graphs, charts, figures, scales, drawings, instruments, questionnaires, methodology validations, and other illustrations), plagiarism, self-plagiarism, or duplication. They declare to be the sole author and copyright owner. If the article contains third-party material, they confirm having obtained prior permission for its reproduction, avoiding any violation of copyright or intellectual property rights of third parties, in compliance with Law No. 9,610/98.

Thus, the journal must be granted the right to make the first publication of this work with appropriate authorship recognition.
  • They agree with the PRE-PROOF publication of the article. That is, after acceptance, the article may be published in its unedited version (before revision and layout). After revision and layout by the Unijuí Publisher, the authors must commit to making the requested modifications for publication in its final version.
  • The authors hereby submit the article cover letter together with the manuscript.
  • It is understood that accepted articles will have an editing fee of R$ 500.00.

ARTICLE COVER LETTER

TAXONOMIA CREDIT (Taxonomia de Contribuições de Autoria)

 

1. General Submission Instructions

To submit a manuscript, the corresponding author must register in the system of the Revista Desenvolvimento em Questão. If already registered, simply log in with your username. In case of access difficulties, please contact us via email at: revistaeletronicas@unijui.edu.br.

Revista Desenvolvimento em Questão accepts for publication original, unpublished articles written in Spanish, Portuguese, or English, addressing topics related to development, urban and regional planning, and demography. Other topics include historicity, economic, social, and environmental sustainability of socioeconomic systems, power relations, generation and appropriation of wealth and income, and inequality.

Submitted manuscripts must not have been previously sent to other publications (electronic or printed). Contributions must be original, unpublished, and not under consideration for publication by any other journal, nor published in conference proceedings.

At the beginning of the submission, the author must agree to the Submission Conditions – Manuscript Submission Requirements – and the terms of the copyright statement (item 1).

During submission, the corresponding author must upload under item 2 (Manuscript Transfer):

The article formatted according to the journal’s guidelines.

A cover letter (see attached).

Then, under item 3 (Insert Metadata), the corresponding author must fill in the requested information, including ORCID, email, institution, and a brief biography of each author.

 

2. Language of the Article

Revista Desenvolvimento em Questão accepts manuscripts written in Portuguese, English, or Spanish. Authors must ensure that the manuscript is properly written in the chosen language to guarantee clarity, grammatical correctness, and appropriate scientific communication.

 

3. Manuscript Structure

Title: Should identify the content of the work in up to 15 words. It must be presented both in the manuscript’s language and in English.

Abstract: Up to 250 words, written as a single paragraph. The abstract must be in the manuscript’s language and accompanied by its English version (Abstract). It should briefly indicate the study’s objective, methodology, main results, and primary conclusions.

Keywords: From 3 to 5 keywords that identify the subject of the work, presented both in Portuguese (Palavras-chave) and English (Keywords).

Introduction: Should present the research problem, relevance and justification, literature review (pertinence and relevance of the topic), and objectives consistent with the study’s proposal.

Development: The main body should include the methodological foundations, results, and discussion of the research. Important sections to include are methodology, results, and discussion (authors may use other titles if deemed more appropriate).

Conclusions (Final Considerations): Should highlight the most important findings, considering the response to the study objective and implications for the field.

References: References must be organized in alphabetical order (following ABNT rules) and include only authors and works cited in the text. Authors’ names must be complete, using “et al.” only for references with more than three authors.
In-text citations should follow this format: (Author’s Last Name, year) or (Author’s Last Name, year, page) when quoting directly.

Figures and Tables: Figures and tables should be inserted sequentially in the text, numbered in the order in which they are cited. They must be properly numbered and captioned. When using figures or tables published elsewhere, the original source must be cited.

Ethical Aspects: If the article was submitted to an Ethics Committee (CEP/Conep system or other), authors should include this information in the main text or in a footnote.

 

4. Manuscript Formatting

Articles must be typed on A4 paper, with 1.5 line spacing and margins of 3 cm on the top and left sides, and 2.5 cm on the bottom and right sides. Articles should have a minimum of 15 and a maximum of 25 pages, including references and appendices. Use Times New Roman font, size 12, except for footnotes, which should be in size 10. Titles in Portuguese and English (mandatory) must be in font size 12, uppercase, bold, and centered.

References:
In-text citations must follow this format: (Author’s Last Name, year) or (Author’s Last Name, year, page) when quoting directly.
Bibliographic references should be presented at the end of the article, in alphabetical order (according to ABNT rules).

Book:
LAST NAME, First name(s) of author(s). Title (italicized): subtitle (normal). Edition number, if not the first. Place of publication: publisher, year.

Book chapter in edited volume:

Tables:
Tables must be formatted using Microsoft Word’s table functionality, using Times New Roman font size 10 and single line spacing. Each piece of data must be in its own cell, separated by rows and columns, with no empty cells. The table title must be above the table, and the source below it (e.g., Source: The authors).
Each column must be clearly labeled for clarity and organization. Internal lines should be used only below and above the header and at the bottom of the table to highlight key information and visually separate data groups.
This formatting must be strictly followed to ensure proper presentation and facilitate accurate reading of the data.

Figures:
Figures include visual representations such as charts, drawings, diagrams, flowcharts, and photographs. Figures should be labeled only as "Figure," followed by the corresponding number (e.g., Figure 1, Figure 2, etc.). The figure title (including charts, drawings, diagrams, flowcharts, and photographs) must be placed above the figure, and the source below (e.g., Source: The authors).

Text Boxes:
Used to present textual, non-numeric information. They must be bordered on the sides and have internal lines for better organization. When a text box is taken from other publications, proper citation is required. If created by the authors, it should state: Source: Prepared by the authors.

Graphs:
Graphs must be clear and legible. When taken from other publications, proper source citation is required. If created by the authors, it should state: Source: Prepared by the authors.

Diagrams, Drawings, Flowcharts:
Must be created with appropriate tools and be clear and legible. When taken from other publications, proper source citation is required. If created by the authors, it should state: Source: Prepared by the authors.

Photographs:
Photographs must be clear and submitted in high resolution.

Participant Quotations:
For qualitative research presenting participant quotations, the text must be indented 1.25 cm from the left margin, without italics or quotation marks, with the participant’s identification after the period and in parentheses.
Example: The qualitative research presents participants’ statements. (Participant1).

 

5. Cover Letter for the Article

At the time of submission, the corresponding author must send the cover letter for the article. A template for the letter is attached. The letter requests the following:

CORRESPONDING AUTHOR INFORMATION: Name of the corresponding author; institution of the corresponding author; full address of the corresponding author’s institution.

GENERAL ARTICLE INFORMATION: Manuscript title; dissertation/thesis article, project; funding sources; contribution of the study.

AUTHORS’ INFORMATION: Name, institution, city/state, country of the authors, Lattes CV (if Brazilian author), and ORCID; detailed specification of each author's contributions (CRediT taxonomy).

6. General Information about Authorship / CRediT Taxonomy

The authors' names must not appear in the article document itself, only in the metadata within the submission system and in the Cover Letter for the Article.

The submission metadata must include the email, ORCID, institution, and biography of each author. For the institution, up to three institutional affiliation levels can be included, for example: “University, Faculty, and Department/Program.”

The maximum number of authors is limited to five, with the possibility of exceptions considered only upon adequate justification for inclusion. The inclusion of authors whose contributions do not meet the established criteria will not be accepted as justification for authorship. These collaborators, however, may be acknowledged in the Acknowledgments section, which is intended to recognize institutions or individuals who supported the research or contributed to the study but do not qualify as authors. At least one of the authors must hold a minimum academic degree of Doctorate (PhD).

The participation and contribution of each individual in the development of the work will be carefully evaluated to ensure that only those who meet the authorship criteria are listed as authors. The goal of this policy is to ensure transparency and proper credit attribution to those involved in the study while maintaining the integrity and validity of the academic work.

The detailed specification of each author’s specific contributions must be recorded in the Cover Letter for the Article.

CRediT (Contributor Roles Taxonomy) is a comprehensive classification framework comprising 14 distinct roles, each representing typical functions performed by collaborators in the creation of academic and scientific works. These roles describe the specific and individual contributions of each author to the research, allowing for detailed representation of their contributions.

The primary purpose of this taxonomy is to promote transparency regarding individual author contributions in scientific works, thereby facilitating improvements in attribution systems, recognition, and accountability. It is important to note that a single contributor may perform more than one role in the creation of a work, and CRediT provides a framework to capture this multiplicity of contributions clearly and systematically.

Conceptualization: Idea, formulation, or evolution of overarching objectives.

Data Curation: Management of activities to annotate (produce metadata), clean data, and maintain research data (including software code, when necessary for the interpretation of the data itself) for initial use or later reuse.

Formal Analysis: Application of statistical, mathematical, computational, or other formal techniques to analyze or synthesize study data.

Funding Acquisition: Securing financial support for the project that led to the publication.

Investigation: Conducting research and the investigation process, specifically performing experiments or data/evidence collection.

Methodology: Development or creation of methodology; model creation.

Project Administration: Responsibility for managing and coordinating the planning and execution of the research.

Resources: Provision of study materials, reagents, materials, patients, laboratory samples, animals, instrumentation, computing resources, or other analysis tools.

Software: Programming, software development, creating computer programs, implementing codes and algorithms, testing components of existing code.

Supervision: Responsibility for supervision and leadership in planning and executing research activities, including external guidance to the main team.

Validation: Verification, either as part of the activity or separately, of replication/reproducibility of results/experiments and other research outcomes.

Visualization: Preparation, creation, and/or presentation of published work, specifically data visualization/presentation.

Writing – Original Draft: Preparation, creation, and/or presentation of the published work, specifically writing the first draft (including substantial translations).

Writing – Review & Editing: Preparation, creation, and/or presentation of the published work by those involved in the original research group, especially critical review, commentary, or revision, including pre- or post-publication processes.

7. Considerations Regarding the Use of Chatbots in Submitted Manuscripts

To ensure the integrity and reliability of the conclusions and results presented in scientific manuscripts employing chatbots, as well as to maintain public trust in the advances and findings reported, Revista Desenvolvimento em Questão adopts specific guidelines on the ethical aspects related to the use of these technologies in scientific manuscripts.

Transparency: Authors must fully disclose the use of chatbots in the manuscript writing process, providing detailed information (name, version, model, and source) about how the technology was employed and the chatbot’s contribution to the text creation.

Responsibility: Authors must take full responsibility for the work produced by chatbots in their manuscripts, ensuring the accuracy of what is presented and the absence of plagiarism. Additionally, human authors must guarantee that no plagiarism exists in their articles, including text generated by chatbots.

Attribution: Authors must ensure proper attribution of all sources, including material produced by chatbots. Moreover, they should seek and cite sources that support the statements generated by the chatbots.

Limitations: Authors should discuss the limitations and possible biases of using chatbots in scientific text production, such as the inability to understand nuances or ambiguities in language.

Revista Desenvolvimento em Questão requires authors to disclose the use of generative Artificial Intelligence (AI) and AI-assisted technologies in the writing process by adding a statement at the time of manuscript submission (item 2 – manuscript transfer).

The statement must contain the following information:

“Declaration of the Use of Generative AI and AI-Assisted Technologies in the Writing Process.”

“During the preparation of this article, the author(s) used [NAME OF TOOL/SERVICE] for the purpose of [PURPOSE]. After using this tool/service, the author(s) reviewed and edited the content as necessary and take(s) full responsibility for the content of the publication.”

It is important to note that this declaration does not apply to the use of basic text editing tools such as spelling and grammar checkers, bibliographic references, among others. If no generative AI or AI-assisted technologies were used in the writing process, inclusion of this statement is not mandatory.

 

8. Editorial Process

Revista Desenvolvimento em Questão adopts standardized editorial processes and quality assurance practices at all stages, starting from manuscript submission.

 

8. 1. Stages of the Editorial Process

Preliminary Screening: Initially, the article is received by the technical team, which verifies compliance with the journal’s guidelines. Then, the manuscript is reviewed by members of the Editorial Committee, who assess its adherence to the general criteria of the journal and editorial policy. Articles will be rejected at this stage if they: a) consist of bibliographic reviews; excerpts from dissertations, theses, projects, or research reports without proper adaptation; b) are excessively descriptive and lack analytical depth; c) do not present a significant contribution to the field of knowledge; d) do not follow the journal’s publication rules.

Rejected manuscripts at this stage will be archived, and approved manuscripts will proceed to the next stage.

Peer Review: Articles will be evaluated by at least two specialists in the thematic area, selected from the ad hoc reviewers registered as members of the Scientific Committee/Reviewers of the journal, from different Brazilian institutions and other countries. The evaluation is double-blind, where the identities of both the reviewers and authors are concealed from each other, and the reviews may or may not be published along with the article. Reviewers will assess the manuscript considering the following evaluation guidelines: clarity of writing, fluency of reading; compatibility with a scientific document; currency and appropriateness of the theoretical-conceptual framework; clarity and alignment of the study object with the journal’s focus and scope; clearly stated objectives aligned in the abstract, introduction, and conclusion; well-explained methodology appropriate to the article’s purposes; good presentation and discussion of results, interacting with the theoretical-conceptual base; concise conclusions consistent with the methodology and results; originality and contribution to the field. After submitting their descriptive report on the journal’s platform, reviewers must select one of the following recommendations: Accept; Mandatory Revisions; or Reject.

Sending of Reviews: After evaluation by the ad hoc reviewers, the editor will forward the reports to the corresponding author, indicating aspects that require correction, supplementation, or improvement. The author must make the necessary modifications within the established deadline.

Author’s Revision: Upon manuscript return, the author must highlight the changes made in the text and attach a detailed response letter explaining how each suggestion was incorporated or, when necessary, justifying any disagreements. This phase is essential to ensure the scientific rigor and editorial quality of the work before the final decision.

Editorial Decision: Based on the reviews and revised version, the Journal Editors will communicate to the authors the editorial decision regarding acceptance or rejection of the manuscript. If further content or structural adjustments are required, these will be indicated to the authors for implementation. Editors may also suggest stylistic adjustments to align the text with editorial standards and the journal’s graphic layout.

Publication of the Pre-proof Version: After article acceptance, the journal will publish the accepted version without changes, with a watermark indicating that it is an unedited version of the article, including the following notice:
This is a preliminary and unedited version of a manuscript accepted for publication in Revista Desenvolvimento em Questão. As a service to our readers, we are making this initial version available as accepted. The manuscript will still undergo revision, formatting, and author approval before being published in its final form.
At this stage, the publication will already have a DOI registration. The editor will later contact the author for the replacement with the final versions.

Portuguese Language Review: All approved articles undergo linguistic review and reference checking. Minor adjustments that do not compromise content comprehension are made by the reviewers.

Layout and Typesetting: The article will be typeset according to the journal’s final publication format, respecting its graphic and visual standards.

Proofreading: The typeset version will be sent to the author for final checking, allowing only linguistic adjustments or minor corrections that do not affect content or alter the article’s structure. Any corrections must be communicated within the deadline set by the editorial team.

Final Version: After approval of the final proof, the pre-proof version will be replaced by the definitive version on the journal’s website.

 

8. 2. Quality Control of the Editorial Process

Editorial Quality: The publisher and the editorial committee are responsible for ensuring the quality of both the published content and the entire editorial process. Both must rigorously adhere to the principles of editorial ethics, ensuring compliance with all stages of the editorial workflow and standardization of evaluation criteria. The journal publicly discloses the names of the editors along with their institutional affiliations and ORCID identifiers.

Quality of Ad Hoc Reviewers: The selection of ad hoc reviewers is careful and aims to guarantee the quality and impartiality of the evaluations. Reviewers are chosen based on their active and productive engagement in the manuscript’s thematic area, with recent and recognized expertise in the field. Additionally, their history of previous reviews is considered, prioritizing those who have demonstrated commitment to deadlines and quality in their analyses. The journal ensures that reviewers have no conflicts of interest and have no recent co-authorship or collaborative ties with the authors of the evaluated manuscript. The list of ad hoc reviewers who have conducted reviews for the journal is published annually.

Quality of Editorial Decisions: Editorial decisions must prioritize, above all, the scientific validity of the article and its relevance to the academic community. The editor must follow the guidelines set by the journal’s editorial board and comply with legal requirements related to defamation, copyright infringement, and plagiarism.
Decisions are based on the reports submitted by ad hoc reviewers, considering the scientific quality and merit of the manuscript. The evaluation process is conducted impartially, without any discrimination related to race, gender, sexual orientation, religious belief, ethnic origin, nationality, or political position of the authors.
The journal adopts a double-blind peer review system, in which reviewers and authors remain mutually anonymous, aiming to avoid any bias during the evaluation process.

Post-Publication Quality: The journal follows an open access model, which means all articles are made publicly available immediately and free of charge once published online. Anyone can access, read, and freely examine the full content of the texts, fostering transparency and scientific reproducibility.
The journal is open to comments, questions, and suggestions regarding published articles. Readers wishing to do so may send a letter to the Editor with their considerations.
If any potential scientific errors or ethical issues involving a published article are identified, we ask that you contact the editorial team. Once notified, we will initiate the necessary procedures to investigate. If faults are confirmed, appropriate measures will be taken, such as correction or formal retraction, in accordance with international ethical guidelines.

 

9. Guidelines for Reviewers and Article Evaluation Criteria

The journal Revista Desenvolvimento em Questão is committed to promoting the dissemination of relevant and high-quality scientific research in the field of Urban and Regional Planning / Development. Below are the peer review evaluation criteria:

Compliance with the Journal’s Guidelines: Does the manuscript rigorously follow the presentation standards of Revista Desenvolvimento em Questão, ensuring standardization and uniformity in publications?

Clarity of the Investigated Problem: Is the research problem clearly formulated and presented, allowing a precise understanding of the study’s objectives?

Contribution of the Study: Is the manuscript relevant and innovative, adding knowledge to the field of Urban and Regional Planning / Development?

National or International Relevance: Does the article present relevance beyond the local scope, contributing to the national or international research landscape in Urban and Regional Planning / Development?

Review of Scientific Literature: Is the literature review relevant and comprehensive, demonstrating familiarity with previously published scientific works related to the study’s topic?

Adequacy of the Research Method: Is the research method appropriate to address the investigated problem, ensuring the reliability and validity of the results?

Clarity and Replicability of the Method: Is the method description clear and detailed enough to allow replication of the study by other researchers?

Data Analysis: Is the data analysis conducted clearly, appropriately, and correctly, providing a well-founded interpretation of the results?

Proper Presentation of Results: Are the results presented clearly, objectively, and appropriately, facilitating readers’ understanding?

Evidence-Based Discussion and Conclusions: Are the discussion and conclusions supported by the presented results and/or up-to-date and relevant literature review, providing consistent argumentation?

Quality of the Text: Is the text clear, coherent, and well-organized, contributing to the dissemination of high-quality scientific knowledge?

By adopting these evaluation criteria, Revista Desenvolvimento em Questão aims to maintain a high standard of excellence in its publications, providing readers and researchers with a reliable source of scientific knowledge in the field of Urban and Regional Planning / Development.

 

10. Publication

10. 1. Timeframe for Publication
The estimated time for the evaluation process is 5 months, with a total time (from submission to publication) of 9 months

 

10. 2. Pre-Proof Publication
After the article is accepted, the journal will publish the accepted version without alterations, with a watermark indicating that it is an unedited version of the article, containing the following information:
This is a preliminary and unedited version of a manuscript that has been accepted for publication in Revista Desenvolvimento em Questão. As a service to our readers, we are making this initial version available as accepted. The manuscript will still undergo revision, formatting, and approval by the authors before being published in its final form.
At this stage, the publication will already have a DOI assigned. Subsequently, the editor will contact the authors for the publication of the final versions.

 

10. 3. Open Access Statement

Revista Desenvolvimento em Questão is an open access publication, meaning all content is freely available at no cost to users or their institutions. The journal offers immediate and unrestricted access to its content, in accordance with the principle of disseminating scientific knowledge.

Articles are published under the Creative Commons Attribution 4.0 International License (CC BY 4.0), which permits use, sharing, adaptation, distribution, and reproduction in any medium or format, including commercial purposes, provided that appropriate credit is given to the author(s) and the original source.

In compliance with the open access definition of the Budapest Open Access Initiative (BOAI), users are allowed to read, copy, distribute, print, search, link to the full texts of articles, or use them for any lawful purpose without prior permission from the publisher or authors.

The opinions and concepts expressed in the articles are the sole responsibility of the authors and do not necessarily reflect the position of the journal or its editorial board.

10. 5. E-location

Revista Desenvolvimento em Questão adopts an e-location system for each published article. Articles no longer include continuous and sequential pagination information (e.g., 1-15; 16-25) and instead present an electronic identifier called e-location (e.g., e13264; e13965), which appears in the PDF in the “how to cite” section. The page count information continues to be included only in the PDFs to facilitate the control of the number of pages.

 

10. 6. Publication Fees

Revista Desenvolvimento em Questão does not charge any fees for submission or peer review.

To ensure its periodicity, regularity, quality, and open access to published manuscripts, a publication fee of R$ 500.00 is charged for accepted articles. This fee covers costs related to proofreading, formatting, DOI registration, and journal maintenance.
