¿LOS DERECHOS HUMANOS SIEMPRE ESTUVIERON EN LA ESCUELA PRIMARIA MEXICANA?

Las condiciones históricas por las cuales se introdujo el estudiode los derechos humanos en la escuela primaria mexicana, en
la década de los 90, no son las que caracterizaban el momento
de la redacción y firma de la Declaración Universal de los Derechos del Hombre, en la pos-guerra, ni siquiera son las
mismas de cualquier otro momento, sino las de implantación
del neoliberalismo, encetada en 1982. Ocurre la privatización
de los derechos humanos, transformados en bienes mercantiles de adquisición individual. El discurso pedagógico oficial, considera apenas los derechos individuales, civiles y políticos, no los derechos sociales, económicos, culturales y de los pueblos, individuales y colectivos. Los derechos humanos aparecen en el discurso pedagógico oficial implicados con deberes del ciudadano, cuando la Declaración de la ONU se refiere a deberes del Estado para con la populación.
