POLÍTICAS PÚBLICAS REGIONAIS: Uma Análise da Regulação de Direitos Sociais no Mercosul

Abstract

Em geral, as instituições de um processo de integração regional são mais conhecidas e estudadas que as políticas geradas por ele, no entanto são estas últimas que configuram a dinâmica da integração, conferindo concretude aos projetos. Se é verdade que uma estrutura institucional é indispensável à administração da integração, sem competências ela torna-se desprovida de conteúdo e de margem de ação. Por outro lado, existem problemas comuns aos Estados da América do Sul que não respeitam fronteiras ou culturas nacionais, para os quais urgem soluções transnacionais adaptadas a essa realidade. Este artigo busca apresentar um balanço de duas espécies de políticas públicas conduzidas no seio do Mercosul: o combate ao trabalho escravo e ao trabalho infantil e a harmonização das legislações trabalhista e de seguridade social. Ao final, analisa-se a pertinência de cada uma dessas áreas na instituição do mercado comum almejado pelo bloco.
