Abstract

Talvez no haya en la historia de las ciencias sociales un concepto tan interdisciplinario como el del desarrollo. Em su polissemia e interdisciplinaridade, el desarrollo es um constructo que historicamente se está modelando a intereses diversos. Tiene uma red poderosa de significados que abarca desde las potencialidades genéticas de los seres vivos, del crescimento económico, de la promoción del bienestar social, passando por la sostenibilidad y llegando al concepto de pós-desarrollo. La Administracíon latu sensu necesita traer para sí la responsabilidad de la construccíon de uma propuesta alternativa a los resultados alcanzados em todo el mundo, para conducir la dirección de nuestro destino, hasta aquí orientado por la Sociologia y la Economia. Este ensayo teórico analisa los factores que, entre finales de los años 60 y princípios de los años 70, provocaron um viraje decisivo em el abordage del concepto y em sus prácticas, llevando a uma intensa búsqueda de nuevas formulaciones, em que la expresión ‘desarrollo’ va que se encuentra vinculada a uma ciência administrativa y a una variedade de adjetivos, de los cuales resultan em nuevos conceptos, con fundamentación científica y reconocimiento institucional, a finales del siglo XX. Se exploran los conceptos de desarrollo, a quien cabe su estudio, administracion del desarrollo y caules son los caminhos y obstáculos para su efectividad. Se argumenta que la Administración como uno de los pilares de las Ciencias Sociales a su vez tiene uma significativa responsabilidad em lo que se refiere al estúdio de los fenómenos ligados al desarrollo.

Perhaps there is no concept in the history of Social Sciences as interdisciplinary as that of development. In its polysemy and interdisciplinarity, development is a construct that historically has been molding itself to diverse interest. It has a powerful network of menings ranging from the genetic potential of living beings, economic growth, social welfare, sustainability and the concept of post-development. The Administration latu sensu needs to bring to itself the responsibility of building an alternative proposal to the results achieved throughout the  world, in order to lead the direction of our destiny, until now oriented by the Sociology and Economy. This theoretical essay, realized by a literature review about the development phenomenon in the social sciences, aims to present the main perspectives related to the concept of development and examines the factors that, in the late 1960s and early 1970s, brought about a decisive shift in approach to the concept and it practices, leading to an intense search for new formulations, in which the term “development” will appear linked to an Administrative Science and a variety of adjectives, which result in new concepts, with scientific basis and Institutional recognition, at the end of the twentieth century. The concepts of development are explored, who are responsible for their study, administration of development and the ways and obstacles to its implementation. It is argued that de Administration as one of the pillars of Social Sciences in turn has a significant responsibility in relation to the study of phenomena tied to development.

Atualmente é Professor Associado Nível 1 da Universidade Federal de Santa Maria, pertencente ao quadro docente do Departamento de Ciências Administrativas do CCSH, Colaborador do Instituto Nacional de Estudos e Pesquisa Educacionais, Membro da Comissão Editoral da Revista RAI: Revista de Administração e Inovação, Membro da Comissão Editorial da Revista Ciências Administrativas da UNIFOR, International Editorial Review Board of the International Journal of Management Science and Information Technology (IJMSIT), e Reviewer of International Journal of Management Science and Information Technology (TECHNOVATION). Tem experiência na área de Administração, com ênfase em Administração Pública e em Gestão Universitária. Líder do grupo de pesquisa: Mutare: Grupo de Pesquisa em Mudanças, Organizacionais, Mudança, Inovação e Comportamento Organizacional. Áreas de pesquisa principais: mudanças estratégicas, estrutura e processos organizacionais, estratégia e planejamento corporativos, tomada de decisão, gestão de inovação e P&D, e planejamento e gestão pública.
