O Difícil Equilíbrio entre Descentralização, Desenvolvimento e Participação: o Caso dos Conselhos de Desenvolvimento Regional de Santa Catarina

Este artigo trata do processo de participação na descentralização que vem ocorrendo no Estado de Santa Catarina, desde 2003, e sobre a sua relação com o desenvolvimento regional. O objetivo geral foi o de estudar o perfil dos integrantes do Conselho de Desenvolvimento Regional (CDR) de Joaçaba a fim de levantar possibilidades de capacitação dos membros deste CDR, podendo-se extrapolar, posteriormente, os conhecimentos adquiridos para comparação com outros conselhos congêneres existentes em Santa Catarina. A pesquisa utilizou multimétodos, tais como observação participante, leitura e análise de documentos do CDR em pauta, entrevistas, aplicação de questionário e estudo bibliográfico. Os dados foram analisados à luz da literatura e da realidade empírica vivenciada na participação das atividades do CDR. A partir da pesquisa esboçou-se proposta de capacitação que foi validada pelo Conselho de Desenvolvimento Regional de Joaçaba. No que tange aos resultados, a pesquisa aponta para a necessidade de investimentos constantes e sistemáticos no desenvolvimento tanto dos conselheiros quanto do própr io processo de descentralização em Santa Catarina, com vistas a fomentar e efetivar um projeto de desenvolvimento regional que de fato seja intensivo na participação e responsabilização da sociedade civil.
