Contribuições dos Serviços de Extensão Rural em Assentamentos da Reforma Agrária no RS: Uma Leitura a Partir da Agroindustrialização como Estratégia de Acesso aos Mercados

Este artigo aborda as interações entre os serviços de extensão rural e agricultores em assentamentos da reforma agrária no intuito de encontrar alternativas para a reprodução das famílias. Para tanto, busca-se analisar as contribuições e limitações da ação extensionista em processos desencadeados por projetos de agroindustrialização (moinhos coloniais) em assentamentos rurais no RS. O problema se configura pela demanda de conhecimentos específicos (e por isso inovadores) dos agricultores e dos serviços de ATES, e pela frustração de expectativas, desconfiança e falta de adesão por parte dos beneficiários em potencial. A partir de metodologia qualitativa (estudo de caso, fontes primárias), foi possível apontar inovações relacionadas ao produto, aos processos, inovações organizacionais, além de inovações no sistema de assessoramento rural. Contudo, após repetidas intervenções, os moinhos coloniais ainda permaneciam com pouca autonomia. Os resultados sugerem limites não só da atividade como estratégia de acesso aos mercados, mas dos próprios serviços de extensão que pouco avançam no sentido de desvincular-se da alcunha ‘assistencialista’.
