Gestão Municipal da Política Nacional de Habitação de Interesse Social: O Trabalho Técnico Social na Gestão de Projetos Habitacionais em Assentamentos Precários em Ananindeua, Estado do Pará

O objetivo deste artigo é analisar a contribuição do Trabalho Técnico Social (TTS) na gestão de projetos habitacionais em assentamentos precários tomando como referência o município de Ananindeua, estado do Pará. O TTS é integrado à gestão municipal da Política Nacional de Habitação de Interesse Social – PNHIS. O lócus do estudo é o bairro de Jaderlândia que contempla obras de saneamento integrado e urbanização dos assentamentos precários existentes em sua área. A pesquisa foi realizada usando o método da observação participante durante a realização do TTS e por meio de análise documental, especificamente do Estatuto da Cidade, Plano e Política Nacional de Habitação de Interesse Social, Programa Sanear Ananindeua e relatórios do Trabalho Técnico Social. Sob o prisma da teoria da gestão social, percorre-se uma literatura que discute participação, dialogicidade e inclusão social, aspectos fundamentais para o alcance dos resultados da PNHIS. O artigo mostra que o TTS é um importante instrumento de gestão social na execução de projetos habitacionais em assentamentos precários. Entretanto, o TTS possui limitações em seu escopo e resultados uma vez que nem sempre gera ganhos sociais. Isto porque dificuldades e limitações permeiam constantemente qualquer processo de gestão para inclusão social.Downloads
