Comitê de Bacia: Uma Configuração Social Emergente na Gestão Sustentável das Águas

A busca de soluções sustentáveis para o gerenciamento da água exige a acomodação de diversos interesses por meio de negociações coletivas. Este estudo sugere que a Teoria da Emergência e suas propriedades subjacentes podem auxiliar na compreensão das configurações sociais advindas destas questões. Além disso, supõe que as propriedades sistêmicas de organização, ordem, complexidade e auto-organização podem expressar o comportamento coletivo dos agentes. Foi realizado um estudo de caso no Comitê Santa Maria (RS), onde se observou que esta nova configuração social instituiu novos padrões de comportamento coletivo em uma região onde a atuação dos agentes era baseada no individualismo. Ficou evidenciado que a complexidade social daquela comunidade se reproduziu na estrutura organizacional do Comitê trazendo as diversas partes interessadas na água para se relacionar em um espaço de negociações e decisões coletivas onde o principal aprendizado foi a capacidade de convívio na diversidade.
