O CONTEXTO AMBIENTAL E AS MUDANÇAS ORGANIZACIONAIS NO SETOR DE C&T AGRÍCOLA DO PARANÁ

Abstract

Este artigo tem como objetivo a descrição das condições ambientais que influenciaram a reestruturação do setor de C&T agrícola do Paraná no período compreendido entre 1980 e 2007. Por meio de dados secundários – livros, artigos, dissertações, páginas da internet, entre outros – foram investigadas as condições que propiciaram a institucionalização de novos padrões de atuação das organizações públicas de C&T agrícola. A pesquisa mostrou que para aumentar as receitas destinadas ao financiamento das pesquisas, as organizações de C&T agrícola buscaram por maior competitividade, utilizando-se até mesmo de modelos de gestão empresarial. Isso ocorreu tanto em âmbito nacional, com a EMBRAPA (Empresa Brasileira de Pesquisa Agropecuária), como estadual, com o IAPAR (Instituto Agronômico do Paraná). Assim, ao se analisar as condições ambientais pelas quais as organizações passaram e as mudanças estruturais tendendo à similitude, observou-se principalmente o isomorfismo coercitivo, devido às pressões ambientais do campo organizacional.
