Estratégia Emergencial Reativa de Desenvolvimento Local: Mobilização Social para Intensificação da Produção Leiteira

A noção de desenvolvimento vem sendo elaborada historicamente, havendo discordâncias acerca de seu significado e das metodologias e estratégias a serem empregadas para alcançá-lo. O presente trabalho analisou uma experiência em Ajuricaba-RS, em que a estratégia foi apostar no aumento da produção leiteira para o desenvolvimento local. Em resposta a uma oportunidade resultante do processo de globalização (aumento da demanda mundial pelo produto leite), este município apostou nas potencialidades de suas condições naturais e produção qualificada de leite nas suas propriedades rurais. Tal processo, porém, revelou-se o que se denomina neste trabalho de uma estratégia emergencial reativa de desenvolvimento local. A análise apontou que a estratégia adotada careceu de imersão e consonância com um processo de fortalecimento da ação social coletiva, que tomasse por base a promoção e consolidação do capital social do município. Assim, os benefícios do processo se distribuíram de modo desigual entre os atores sociais envolvidos, privilegiando principalmente as empresas processadoras em detrimento dos produtores de leite.
