Water and territory: Challenges of the community of the Serra Negra settlement, Floresta-PE, in the face of the hydrosocial territories of the São Francisco River transposition project

Brazil has one fifth of all water that flows from land to oceans. However, lack of access to water is a multifaceted challenge, affecting different regions in different ways. In the Brazilian Northeast, low water availability is aggravated by adverse climate conditions, associated with the historical way in which water has been managed, marked by conflicts over water and land. It is in this territory that the São Francisco River Integration Project (PISF) was undertaken, causing several socio-environmental and territorial effects in the region. To this end, this article aims to analyze the socio-territorial transformations in the Serra Negra Settlement, located in Floresta/PE, in addition to identifying the strategies of struggle carried out by the community to guarantee access to water. In view of this, a qualitative approach was conducted through field research that allowed the application of narrative interviews, direct observations with field diary and photographic records, as well as document collection as the main techniques for producing data. These were examined based on thematic analysis. The results indicate that the hydrosocial territory of the Serra Negra Settlement was modified, resulting in a territorial fissure, thus emphasizing the impact of the São Francisco River Transposition project. However, the political organization of the community enabled the social appropriation of the PISF water, guaranteeing its access.
