Territorial development in perspective: territorial governance and Basket of Territorial Goods and Services (BTGS) in brazilian literature

This article addresses the theoretical-methodological framework of the Territorial Basket of Goods and Services (BTGS) as an analytical basis for strategies for sustainable territorial development, based on the synergy of diverse initiatives under the coordination of territorial governance composed of public, private, and associative actors. The study aims to analyze recent Brazilian literature on the topic to understand how territorial governance configurations can either contribute to or hinder the achievement of objectives from the BTGS perspective. To achieve this, a systematic literature review was conducted using Google Scholar as the data source, with results analyzed using categorical content analysis. The main findings highlight the literature's emphasis on territorial governance as an organizational and institutional instance through which local actors can collectively act and strengthen their strategies in support of territorial development. However, the study also identifies serious difficulties in mechanisms for broader and more democratic sociopolitical inclusion and participation, which weaken the legitimacy of challenging and innovative initiatives vis-à-vis the current sociopolitical and institutional apparatus.
