Between Drought and the Fence: a historical look at Water in Northeast Brazil

Drought and water scarcity are recurring issues when it comes to the Brazilian Northeast. The focus of discussions and, above all, of public policies for the region was, and still is, only around water scarcity and low annual rainfall. In other words, the debate is always based only on the physical availability of water and climatic factors. However, it is necessary to demystify the questions around water and to problematize the historical forms of its access and distribution to the populations of the region. In this sense, the research objectives are to characterize and analyze historically the main episodes of larger droughts in the region, shedding light on the set of policies and/or actions realized, in addition to examining how the São Francisco River Integration Project (PISF) came about in the debate over time until it becomes reality. Through a qualitative approach, a historical research was carried out in newspapers and documents from the National Library collection, in addition to semi-structured interviews with actors linked to the then Ministry of National Integration and observations recorded in the field diary. Therefore, the research results indicate that the water problem in the Northeast goes beyond purely rainfall issues, but also involves social and political dimensions that, historically, shaped social and power relations in the region, which, in a systematic way, defined the forms of access to water and were decisive for the perpetuation of conflicts over water.
