The text presents reflections on a network of care services, of the intersectoral type, present in a territory of a city of the great Porto Alegre/RS, aiming to problematize the ideas of social protection that emerges from interinstitutional relations. Describes discussion flows through the mapping methodological procedure (KASTRUP, 2008; ALMEIDA, 2013), considering the records of minutes of meetings and research journals, referring to the years 2018 and 2019.As a result of a broader investigation, the article highlights resources that are set in motion and their relationship with the dictates of the Social Assistance Policy, aiming at confronting dilemmas that afflict subjects without access to fundamental rights. However, such a proposition is not always considered and objectively intended, prevailing, in many situations, the ideals of a protection based on prescriptive practices, an approach based on necessity.
