Development and property law in subnormal agglomerations: a systematic literature review

Housing spaces have become problematic for several countries and a portion of the population survives in subnormal agglomerations, areas known in several countries for slums, settlements, towns, or communities. In this context, the objective of this work is to present a Systematic Literature Review (RSL) seeking the state of the art of the relationship between the right to property and development in subnormal agglomerates. The research was carried out taking into account the use of a research protocol established to know, discuss, and analyzing the main approaches adopted by researchers in the area. To achieve the proposed objective, 1,267 articles published in the last 58 years, which were included in the Web of Science and Scopus databases, were analyzed. The search string comprises a set of keywords that represented the construct "property right", filtered by "development" and associated with the construct "subnormal agglomerates". RSL was conducted in three stages: (i) detailed classification of the research corpus; (ii) the analysis of co-occurrence of citations, the co-occurrence of terms together with the analysis of bibliographic coupling; and (iii) proposing a typology about the researched relationship. The results obtained from this review allowed to identify the origins of the current literature on the proposed theme, as well as its main justifications and main structures, including strategic and longitudinal perspectives on the development of the theme with a unique contribution to the Academy in the debates present in the Program of Nations Nations for human settlements (UN-Habitat).
