The deliberative process in the national council of social assistance: an analysis of the influence and strategies of stakeholders

The main objective of this article is to analyze power relations in the formulation of public policies from a critical perspective. In this sense, the objective is to analyze how stakeholders influence the decision-making process in the National Council for Social Assistance (CNAS), considering their institutional roles and their discourse strategies. Specifically, it analyzes the performance of the stakeholders regarding the Benefício de Prestação Continuada, according to the Stakeholders Theory and the Critical Discourse Analysis. The research corpus was composed of the recordings of public hearings, of six in-depth interviews with directors and former directors, and non-participant observation under the CNAS. Stakeholders who exercised influence were classified into two groups: the entrepreneurs and the political conciliators. Entrepreneurs used typical symbolic construction strategies, such as rationalization and symbolization of unity. This group demonstrated technical knowledge by justifying the choices that were made around changes in the scope of the Benefit. Political entrepreneurs, on the other hand, stood out for employing the purge strategy, which was used emphatically when treating conciliators as dangerous enemies.
