Externalities of Minha Casa Minha Vida Program From the Perspective of Non-Beneficiaries: A Study of Two Residential Developments In Volta Redonda, Brazil

Public housing policies are part of a relevant debate in Brazil, due to the persistent housing deficit. Globally, its importance inspired Goal 11 of the UN 2030 Agenda for Sustainable Development, which seeks to make cities and human settlements inclusive, safe, resilient and sustainable. The present work aims to understand how the externalities of the Minha Casa Minha Vida program are presented in urban housing in the city of Volta Redonda (RJ). To achieve the purpose, documentary analysis, observation and interview (with former residents, public service providers and municipal planners) were used as research methods. The results reaffirm that the provision of decent housing goes beyond the delivery of the housing unit, through the provision or downsizing of plural public equipment and services and the zeal with questions related to demographic change. Relational aspects, with objective and subjective unfolding, should be considered, under pain of the housing solution to be translated into community problems of a different nature
