DIREITOS HUMANOS E DESENVOLVIMENTO: em busca de uma cidadania global

O presente artigo busca efetuar uma aproximação reflexiva entre a afirmação dos direitos humanos e a questão do desenvolvimento. No contexto de uma globalização econômica que afeta crescentemente a soberania dos Estados nacionais, a quem historicamente foi atribuída a função de coordenar as demandas de cidadania pela promoção das solidariedades coletivas, busca-se questionar, para fins de superação dialética, o significado clássico do referente cidadania. Isso leva à análise da crise da cidadania nacional e a conseqüente busca de uma cidadania global/cosmopolita. Num contexto de instâncias econômico-financeiras transnacionalizadas, aponta- se, como conclusão, para a necessidade de revigorar utopias, de recriar espaços públicos pelo fortalecimento e pelo redimensionamento funcional dos Estados nacionais em consonância com os poderes locais.
