Analysis of the inclusion of mathematical modeling as an instrument environmental policy

The social and environmental crisis in which Brazil is inserted, characterized by the current and predatory development model, puts the survival of human and non-human species of the present and future generations at risk, so that new strategies must be used to prevent further damage to the environment. This article seeks to investigate how and to what extent mathematical modeling can contribute to the form of an instrument of the National Environmental Policy (PNMA), Law nº 6.938/81, in a new item, to add reliability to the Environmental Impact Study and its respective Environmental Impact Report and to exercise a more preventive and cautious role in managing the effects of environmental impacts. Therefore, initially, the environmental crisis, in which society is inserted, is perceived as a means of driving changes in perceptions and paradigms. Therefore, the PNMA, its objectives and instruments are analyzed to, finally, explore the possibility of using the precision of mathematical modeling in this law, as an effective means to avoid environmental damage. The methodology involves interdisciplinary research, with an epistemological orientation in critical theory, brings together theory and praxis and articulates Sociology, Environmental Law and Economics. It is concluded that, for the realization of the right to an ecologically balanced environment, the use of mathematical modeling proves to be adequate for ecological and proactive protection to carry out a more precise, preventive, precautionary and less descriptive analysis of the risks of impact in the face of damages. environmental.
