CIDADANIA EUROPEIA: Uma Verdadeira e Própria Cidadania?

O instituto da cidadania no continente europeu apresenta-se como uma tentativa da União Europeia de aproximar os indivíduos, por meio do estabelecimento do princípio de subsidiariedade, da cena principal do processo decisional supranacional, bem como proceder a uma integração que transcenda as fronteiras econômicas e que avance em direção ao político, liquidando com o chamado déficit democrático. A teoria, contudo, distancia-se da realidade à medida que, na prática, muitas são as dificuldades encontradas para a efetivação completa desse instituto. Há problemas concernentes à questão de se tratar de uma cidadania de gênero supranacional que não comporta mais a tradicional vinculação entre nacionalidade e cidadania, assim como da tutela de direitos sem a existência de sua contraprestação, isto é, os deveres e, por fim, o afastamento dos cidadãos, dito europeus, do espaço público comunitário, implicando, portanto, a cristalização de situações jurídicas subjetivas emancipadoras.
