Papel dos Colegiados no desenvolvimento de uma política de integração territorial: exemplo dos Territórios Rurais do Mato Grosso do Sul

O programa Territórios Rurais foi criado pelo Ministério do Desenvolvimento Agrário para favorecer o desenvolvimento local a partir da interação entre atores locais. Esse programa depende da cooperação entre municípios e da participação dos atores locais nos Colegiados, entidades responsáveis pela definição e implantação das políticas territoriais. A partir dessa constatação, a pesquisa objetivou avaliar as relações entre os membros dos Colegiados e a existência de ações cooperativas nos Territórios da Grande Dourados e da Reforma, Mato Grosso do Sul. Os dados provêm do Sistema de Gestão Estratégica, ferramenta de informação disponibilizada pelo MDA. Nos territórios pesquisados, a participação dos atores na gestão de projetos que beneficiem a comunidade apresenta-se limitada a poucas pessoas. Muitos membros dos Colegiados não participam das reuniões e quando participam, preocupam-se com os interesses de seus municípios. Os resultados confirmam a falta de preocupação com a integração territorial, o que prejudica o funcionamento dos Territórios.Downloads
