Rural youth, public policies and street-level bureaucracy: an analysis of the implementation of the rural youth grant program in Rio Grande do Sul

This article analyzes the implementation of the Rural Youth Grant Program (PBJR) in Rio Grande do Sul, exploring its complexity, challenges, and the role of actors involved in its execution. The research combines quantitative and qualitative methods, analyzing official data, normative documents, and interviews with rural extension workers, the street-level bureaucrats (BNR) of the program. The results reveal the difficulties faced by BNR in applying rules and guidelines, as well as the system’s lack of flexibility in meeting the demands of rural youth. It highlights the need for a more collaborative approach between management levels and the importance of public policies that consider specificities of gender, class and ethnicity to promote the permanence of youth in the countryside and their access to high school. The results point to the importance of a more accessible digital system, a more critical analysis of the selection processes of beneficiaries and a continuous improvement of the program.
